No it isn't. The rule reads
The Patriots won the head-to-head matchup with both the Chiefs and the Texans. It is correct that the Chargers could win out and get the #1 seed if the Chiefs lose again. If they wind up tied one is the wild card and one is the division champ and gets the bye.

Right now, the seeding is Chiefs, Patriots, Houston, Pittsburgh, Chargers, Ravens

Whatever happens, the Patriots control their destiny and get a bye if they win out. Houston cannot jump the Patriots if they both win out...

Chargers loose against Ravens, win at Denver
All teams are 12-4, but LA wins the AFC West. So you need to apply the tiebreaker rules above. Point 2: Only head-to-head sweep counts. Not applicable here. If you apply the other tie breakers, Houston will be 1, LAC 2, Pats 3. Sad but true.
