Statute of Limitations has passed for criminal charges. How fortunate for the Manning family once again. This is a civil suit, and that appears to be the only recourse left.

I read somewhere that the feds will not pursue this because the 5 year statute of limitations is up? But I don't think this is right because the statute of limitations generally start to toll when the authorities become aware of the illegal action, not when it actually occurs.

I think there is a difference between civil and criminal statute of limitations. Civil can be when discovered and criminal can be when the offense happened. IANAL.
