The Brock Osweiler experience might have made teams a bit more protective about giving away lots of resources for a young QB with a small sample size of games. Just to be clear, I am not comparing the two QBs so please leave me alone with replies that do just that but my point is that despite of what we think of Jimmy there is only so much tape available.
You might say that this limited amount of tape still is a better indicator than most of the pre-draft info on QBs that are getting drafted but those players are also considerably cheaper on a longer contract than anyone would get Jimmy for.
I wouldn't be surprised about trade offers that include pick combination distributed over 2017 and 2018 with the latter one being a conditional based on playtime.
