I work in law enforcement. Killing someone while driving drunk is a lot worse crime than being a habitual drug user. We signed a player convicted of manslaughter.
What you're failing to grasp is the failure to learn from past mistakes, and more importantly, the recidivism, or more appropriately, the continued acts. You're incorrectly stuck on some stoner mentality that smoking weed and drinking alcohol isn't as bad, and while I see your point, it's the fact that Gordon seems to continually put everything else but football ahead of him. The repeated mistakes on a yearly basis are concerning.
Bill Belichick is not going to take a shot on someone who has proven that he can't even see the damn football field, and that's one of the biggest traits that separates Gordon from your examples. First, Gordon would need to prove that he can get on the field and stop getting suspended. The dude has played in 5 games since 2013.
I appreciate your service in law enforcement, but I too, have dedicated my education and life to the field of criminal justice, having my Master's from BU and having recently done research work for a lobbyist who works with the Illinois General Assembly in terms of passing new legislature. I'm not going to get into a pissing match with you about a difference of opinion, but I can hold my own on the subject matter, as well. None of that means anything of course, but if I had to bet, I would expect Belichick to want to see an improvement in several areas from Gordon prior to even giving any consideration to the idea.
