Yes.. He played in Pre-season. He actually had a really nice block as a FB that led to a TD.. Granted, it was against 3rd stringers, but it was still a really nice block. There is film of it floating around somewhere.

I don't have the specifics, but it basically is that anyone put on the IR as part of the cut down to 53 is not eligible to return during the current season. Anyone put on the IR from the final 53 is eligible to return. Up to 2 players are allowed to return in any given season.
