If he is patient, in a year or two there will be openings in Dallas, Seattle, Green Bay, Pittsburgh, maybe New England, maybe Baltimore (long shot).
According to a unnamed source the one reason Nagy turned down the Colts job when it was offered to him was that due to the cortisone steroid shots Luck was getting in his shoulders he has no blood flow going to the shoulder currently and is in risk of never playing again.
If I'm choosing Colts with maybe never having Luck right or ever back again.

They have very little on the books in 2019 and a lot of cap room in 2018, Ryan doesnt have much dead money in 2019 if they want to ditch him.I definitely wouldn't go to Tenn just because of the fact that they have Logan Ryan on a 10 mil/yr contract.
Wow you are easily impressed.Even though he didn't light the world on fire I was relatively impressed with Mariota. Thought the kid played pretty well considering he was playing vs the Greatest Sports Team To Ever Walk The Face Of The Earth. Didn't make a ton of bad mistakes. Showed grit vs KC.
Quite frankly, I LOVE Nashville. 1000 times better than Indy IMO.
If this all goes the way I see it, Josh would be wise to pick TEN over Indy especially if the blood flow problem is true for Luck.

Matt was never a very hot candidate until this year, so that makes sense, but Josh had his pick last few years, and wwill continue to do so, unless he sees something change?
that something could be brady/BB related? one of the two would not be leaving if BB had made it clear he was planning on retiring, so did BB decide he'd continue coaching for another 5 years or something?
or does Josh see a decline in Brady we dont? or are relationships that used to be strong now a little weaker?

How is Dallas, Seattle, Pittsburgh, Green Bay or Baltimore better than landing the Colts or the Titans ?
Rodgers is 34, Big Ben 35.. so in a year or two they will be close to their respective ends. Seattle is already falling apart because of bad roster management and will either try to stay averagely competitive via FA or just accept the rebuild around Wilson. The Ravens are stuck with Flacco for the next two years thanks to the genius contract and also dont really have a big talent pipeline running.
All of this is just pure name recognition. Mariota and Luck* are 24 and 28 respectively so there is potential for longterm planning with QBs in place.
* Obviously depending on his exact injury situation
