How about ex-football players that have seen him and talked to players and coaches on the team about Mallett - they all certainly have something to say - and it's almost all uniformly not good when it comes to Mallett.
He's big, lumbering, appears slow to make his reads, has god awful footwork, but has that potent arm. Sometimes a sow's ear is a sow's ear.
Silence speaks volumes
I have never made any argument about Mallett being a great young player well worth a second round pick, the argument i have made was that BOB spent a couple of seasons and offseasons coaching him and knows what he is and what he can be
Bill O'Brien accepted the head coaching job at Penn State right around the start of the year in 2012, before we even had our first playoff game. That's why we brought in Josh McDaniels again for our SB stretch run.
Unless Bill O'Brien really got to see some behind the scenes action from Mallett in practice during his rookie year that warrants giving up a top 3 round draft choice, I think this is nothing more than Mike Lombardi fan speculation part II.
Mallett missed the entire OTA/minis due to the lockout, then proceeded to hold the clipboard on the sidelines in training camp as he attempted to try and pick up about 1/10th of our playbook. O'Brien was gone about 3-4 months later. In all reality, what could he have possibly seen that would warrant risking a top 3 round pick in his first season as an NFL head coach?
He'd have to be one hell of a gambler making a choice like that in his first attempt at an NFL draft, and that's not even taking the contract situation into account; where he'd have to guess as to what to sign Mallett to (unless they somehow worked out a 1 yr deal like Deus Irae proposed, which sounds good in theory, but doesn't happen too often when you're trading for a potential starting QB with a 2nd/3rd round pick).
Now, rumor has it that Mallett took a halfway decent year 2 step up in training camp and what he learned in our system, but O'Brien was long gone having coached PSU for over 8+ months at that point.
While I agree with most of what you are saying, another factor to consider is George Godsey is now the Texans QB coach and he has spent the last 3 years in New England and would have a pretty good idea of what Mallett can do. I also think another important aspect will be how did O'Brien rank Mallett coming out of College vs this years QB crop. If he liked Mallett more than all of these guys coming out and thinks he is a better fit then I think there is a slim chance he may prefer to go that route. It's highly unlikely but at this stage of the offseason I wouldn't rule anything out. I know if I was in charge of a QB needy team I would be looking for a veteran QB because I don't think too highly of this draft class in terms of elite talent QB's. There is some really solid mid round guys, but I wouldn't touch any of the guys in the top 10.

I think you are getting close to the heart of the matter.
Mallet was a 3rd round pick who has done absolutely nothing to show he is worth more than that. Those that know him seem to concur that he is not worth more than that. Not playing football for 3 years would degrade his value, even if there were reasons to think he was underdrafted. Football players who go 3 years without playing football generally are not better after the fact.
