That’s the bonus to sign with the team, how the league attributes it to the cap and how the player sees it in relation to their yearly pay are two different things. Players don’t see their bonus as part of their salary.

It's still money though - that's why it's part of the salary cap calculation and it's definitely part of every contract negotiation. Basically, a soon to be 32 year old player who sat out most of last year with a serious injury that could affect his performance & makes the most salary on the team wants a raise. I wonder why the Patriots are balking?

I think it makes the most sense to just trade him and be done with it. Give some of the younger pass rushers more playing time.
