That's a factor. Someone posted numbers before the TEN game of 48% 11 personnel (1 TE, 3 WRs) and 38% 22 personnel (2 TEs, 2 WRs). That's 86% of the offense. Hollins as 3rd TE could be a chunk of the remaining 14%, or whatever slightly different number it is after this last game.
That said - Boutte is only playing 71.56% of the offensive snaps on the year and Diggs is at 55.08% and those are up to date through TEN. Adjusted down for his "3rd TE role" and yeah, Hollins probably isn't in the true #2 WR snaps standing he's in now at 58.69%, just ahead of Diggs, but just doing the math there's he's still playing pretty significant snaps.
You should also take into consideration red zone snaps and Hollins throughout his career has really been good there. Kind of his specialty before coming here. 14 red zone targets with 11 receptions and 2 TD’s (8.9% of his total snaps) through 7 games is pretty impressive production where it matters most for a WR 3/4.
