First Domino has fallen: cba approved by players.
That will expedite negotiations between TB/ BB.
Next 2+ days both will have a clear picture of who's offering TB what, as well as fas BB could realistically sign.
I think the 2nd part is important, so Tom will have a clearer picture of what personnel he'll have to work with.
I think that's a big factor in his decision.

He's not gonna know everything but I think it's more about a good faith attempt by BB. Harry is going to be greatly improved this year. But I think if Tom sees a decent te and/or a solid wr, that'll go a long way. An incomplete picture but the deadline is wed 4pm.
If TBs not signed by then, he probably won't be. So the Pats have a very small window to make moves. Of course, they'll be trades etc. later.

The NFCW is the toughest division in the NFL right now. The next would probably be the NFCN. The NFCS a/k/a the Bucs division, has the Saints and nobody else.
