I don't see the word "guarantee" in there. Nothing is guaranteed.
But I think there's a much better chance for an average HC to win a Super Bowl with a generational talent at QB than the other way around. We saw what Bill did in 2020 with average QB play to put it mildly and it was way short of the Super Bowl.
When he said "they will win" it's pretty much a guarantee...he didn't use the word "likely."
In 2020, Bill had a QB who signed with the team in July, got covid, and didn't know the system. He did much better with a QB in Cassel who was familiar with the Pats offense.
We have seen great HCs win with average QBs like Parcells, Gibbs, Harbaugh, Pederson, Gruden, Kubiak (2015 version of Manning), and Ditka to name a few...
We have also seen great QBs win with average HCs like Brady (w/Arians), Wilson, Aikman (w/Switzer)
But going back to 1980, the list favors great HCs winning with average QBs in terms of number of super bowls won as opposed to the other way around...
