If you sign them to your active 53 man roster you can. Unless that has recently changed. Hints the “one injury to a kicker across the league” part. It would be very rare for Nordin to choose to stay on our PS vs signing to a another teams active roster. The money alone. I guess maybe they could give him a really good PS salary

My point is that a team can't force a PS player on another team to join their team, the way they can a player on the waiver wire.
