I don't think there is actual reasoning behind it. If they are all about player safety, they will give coaches a lot of flexible on the bench and not try to limit them. Who knows what the rational was on this 46 only players out of 53?

I mean a lot of it has to be arbitrary, I get it. You have to pick a number for active roster size and that's fine but making players inactive isn't really some sort of grand chess game that would cause the league to implode if they did away with it.
