That doesn’t make sense to me, because Cleveland couldn’t arbitrarily convert the balance of his salary to a signing bonus without his agreement. So that means they did not have the claimed leverage.
They did him a favor by agreeing to structure the deal in such a way that he wouldn't end up being claimed on waivers by a bottom-of-the-barrel team. This way he hits free agency and he can negotiate with any team. The Browns also saved cap space by converting part of the salary into a roster bonus - if he isn't claimed then they are off the hook for that bonus. So it was a win-win, designed so he wouldn't be claimed because nobody wants to be on the hook for $7.5m for the remainder of the season.

I believe there is a good chance he ends up with the Patriots on a low dollar short-term deal. He'd be highly motivated and on his best behavior. Maybe not the second coming of Randy Moss, but at least some chance he improves the team.
