Berman didn't say Goodell was fully impartial, he simply didn't find Goodell was "evidently partial".
That question really should be moot. The judge did find that Goodell as arbiter violated several issues with CBA and "law of shop". I think the question of impartiality only comes up if Goodell didn't do anything explicitly wrong, but decided the case based on a bias. With all that he did wrong, you could say it's evident that he was partial.
