no it is not. New coaching staff new front office, new qb all this year. BB failed after tom left on every level of his job. He should have took the team to the bottom year 1 after Tom left and built it back up.
JB is on the Patriots for three reasons (at least): (1), to lose games, (2), to keep Drake Maye on the sideline until the team's talent level (especially at OL) improves, and (3), to help the young QBs learn the offense and how to be good pros. At least losing with Zappe would be entertaining. If we're going to suck (and we are), I'd rather see first downs and turnovers than conservative three and outs.

Agreed, Goff was going to be the starter because they had nobody else. The Rams got Matt Stafford in the trade, the Lions got Jared Goff, two first round picks and a third... because Goff was considered damaged goods... not good. This notion that Detroit viewed him as a longterm starter at the time is revisionist history. You get that type of trade return for a QB that's considered "good."
How do you get healthy players and coaches whose job's depend on winning to tank?
See my response above... intentionally losing doesn't happen in August, the notion that it does is pure stupidity.
Based on reputation, it is fair to be concerned about the team valuing profit over winning. As of now there is money available to add to the team. You can be disappointed that the team did not spend more to shore up positions of need. We won't know if the Kraft's are being cheap, or Wolf did not feel that the players available were worth the money until next year. If the money rolled over is spent on free agents, or signing players to extensions, the team was not being cheap. If the money goes unused, then you will be proven correct. Assuming that the team invests the available money, the discussion will turn towards complaining about spending too much on player x when everyone knows they suck. Good or bad we need to see how things work out.

Wolf and Groh were already in house with major personnel responsibilities and operating with a considerable voice considering Kraft's edict that, going forward, personnel decisions require comprehensive input, collaboration, and consensus.

I think there's some gray area there. I think for players that they viewed as guys who are really worth the money or really addressed a position thoroughly (i.e. Ridley or Aiyuk at WR, reports they expressed interest in Snead at CB) I think they were/are willing to spend and start to lock in some core pieces. However, they weren't/aren't willing to spend $15M/year on Jonah Williams to play LT better than Lowe but still not at a level where the position is "solidified" to the point they still won't view it as a need area to improve.
Owners can simply not invest and ignore their team... that's not purposely tanking, that's just neglect. If that cheap owner hires a great coach/personnel guy, the team can still win.
You think that the team hasn't signed better players because we don't enough cap money?
