I don't do the grammar police thing, but this is one of those cool aspects of the English language that I love talking about. Or, about which I love talking, if we are avoiding the preposition at the end of a sentence!
The "up" in "mixed up on with" is actually not a preposition. The up in "mixed up" is usually just part of a phrasal verb. As in, BB mixed up his draft chart when he drafted Jordan Richards in the 2nd round.
In Bert's tweet, "mixed up" is actually a rather clunky phrasal adjective. In fact, "mixed up on" is being used as one awkward adjective phrase. So technically, "with" is the only true preposition there. However, ending an adjective phrase with two traditional prepositions leading into an actual preposition is language malpractice for someone who makes a living writing.
But Twitter is like texting, I suppose.
