If you are taking an area that is mostly Democratic and then trying to carve a thinly disguised district that makes new geographical sense so you can get conservatives a enough of a majority to add a red seat to the state, you are effecting representation.

Also house of rep seats are meant to be proportional. That clearly isn’t happening

What? Why do you think redistricting happens? Because population changes, representation levels change and therefore districts must be redrawn In order to have equal representation.
You are taking the exact mechanism that DOES address proportionate representation and misusing it as being the opposite because you don’t understand it. My god. First rule of holes, man.
