Why sign a guy who costs you your first round pick if you can just sign the next best guy and give up nothing?
Butler isn't that much better that he is worth more money and a #1.

I actually think he gets extended.I am sure Bill would like to keep Butler but would be fine with getting five years of a #1 pick over one year of Butler before he becomes a UFA. Most likely, though, he won't get an offer sheet to sign.

The real danger of letting him in the RFA market is he will know what he can expect next year so resigning him during the season will be harder.
Hopefully it works out but we can win with him and we can win without him.

I would imagine if you look deeper, that most of the increase is going to the top 5 or so players per team, or 150 or so in the league.
The other side is the franchise tag number which has escalated a ton. I will try to find that.
The Rams are supposedly in talks with multiple teams interested in franchise player Trumaine Johnson who just got tagged at 17M...One of the teams being Cleveland. If he is traded a haul of draft picks are expected.
While the situation is a little different, giving up a first for Butler and signing him to 14m a year is basically the same thing. Top corners are premium pieces.
