They have a lot of cap room because they have a crappy roster.
Overspending on one player because you can, which is because you have few good players, just means you overpaid.
When they have a QB, a whole OL, a TE, corners, safeties, LBs paying 10 mill a year for a fragile WR who makes some big plays but is very inconsistent would be something they can't afford. Because they only have a shell of team does not make it a smart move.
