IIRC, it actually doesn't. NFL rules actually put a limit on the number of commercial breaks. [There's a reason why the last several minutes generally are broadcast without commercials.]

I thought that was only true of parts of game that overlap with a later game (like overtime for 1pm games), which is why I caveated with primetime. You could very well be correct, though.
