It's the only way these owners, fans and players will learn. The more wrongly suspended/screwjobs by Goodell, the more it lessens the general public/fan's perception of credibility behind big ordeals like deflategate.

If he gets "beat" by these players in your scenarion #2, they'll just be viewed as innocent, while Brady/Patriots are still viewed as guilty for losing their battle.

After the Chiefs lost a 3rd round pick for tampering with Maclin, the consensus on the Chiefs board that someone linked, was that while it was unfair, they felt that a 3rd round pick was an acceptable cost for Maclin.

So for Chiefs fans at least, they don't get it yet and need another dose of Goodell's industrial justice.
