He's a willing pawn. Easily controlled and a perfect scapegoat. Low intelligence, no morals, no shame, no self respect. Even with the reprehensible domestic abuse cases that he "punishes" with a slap on the wrist, there hasn't been enough backlash to oust him. Thus, he stays.
