What is the rule?
From the CBA:

A Practice Squad player may not sign an NFL Player Contract with his Club's next opponent later than 4:00 pm, New York time, on the sixth day preceding the game (except in bye weeks, when the prohibition commences on the tenth day preceding the game). When the current employer club has a bye the weekend before the game against the Club signing the Practice Squad player to an NFL Player Contract, such contract must be executed prior to 4:00 pm, New York time, on the 10th day preceding the game.​

I heard an interesting discussion by Bill Polian on Sirius radio the other night, but he was talking about some other team (can't remember and it doesn't matter). He pointed out that the team had built its D-line around big power rushers, which puts them at a disadvantage against teams that go to a spread offense where you need speed rushers who can get to the QB quicker.

That triggered a light bulb moment for me regarding the Pats defensive line. It seems that Belichick has seen the offensive trends in the NFL and decided that his "power oriented" front seven packages were no longer ideal. I think he's made the conscious decision to replace older bigger slower players with younger faster smaller players. I suspect that Tommy Kelly was very old and very slow after his ACL repair.

Kelly's playing pretty damned well. Blocked a kick last week adn is getting push all over the place.
 
Hey, @hwc ---not sure if you've seen many of the comments and articles or not, but Belichick didn't make a decision to get rid of Tommy Kelly.

Kelly asked for his release, which many feel was based on the premonition that he would not have the opportunity to see many of his playing time escalators after agreeing to a restructured deal in the spring. He actually made reference to his contract, and the fact that he asked his agent to make the call for his release etc, in some of the interviews that he was giving when he first got out to Arizona right after the move here.

Not meaning to open up an old argument of whether we should blame Belichick more for rotating Kelly, or the player himself for literally asking for his release---but it was not a decision by the coach based on anything about Kelly's ACL injury, age, or inability to play.

It seems as though Kelly was definitely fully in the plans here for 2014 moving forward, but those plans were part of a rotation that he didn't agree with.

Nice intro article on Casey walker by Reiss. Mentioned he had a good preseason game against Pittsburgh and breaks it down.

He apparently had a rib injury when we played them, which made me think of this. after all, he is a big man.

Not sure what the escalators were, but in the past, BB has made it a point to not screw players who have re-structured their deals within the current year.

They were based on playing time/reps. I don't have the numbers but @Deus Irae posted a breakdown a few weeks ago.

It seemed that Kelly believed that he saw the writing on the wall due to being pulled for rotational players, and that he wasn't going to make as much as he could've elsewhere.

@Miguel was trying to find out whether or not he had a similar pact in ARZ, but I'm not sure if he succeeded in that quest or not?

That is poor player management though, they Patriots should have been able to work those issues out and retained Tommy Kelly. I was happier about his release when I thought the team just felt he was not good enough to make the 53 man roster, knowing that was not the case it was about a few $100K is disappointing.

I do not understand his weight, has he gained 30+ lbs. in the past year, or is he just listed wrong, he weighed 306lbs at his pro day in 2013.

I agree that it's disappointing that Kelly is not here, but when a player asks for their release and wants to leave, there's not much choice that you have in keeping him. You can't force him to stay, and it goes against the whole team building philosophy if you try.

Now...as some have pointed out, if Belichick were purposely sabotaging Kelly's playing time (which is a bit of a ridiculous thought, especially considering that it occurred during the preseason) then, yes--he'd be at fault. He'd also be at fault if he had some kind of conversation with Kelly that suggested that he was going to be seeing significantly less time, but why would he do that?

It seems to be much more realistic that Kelly jumped the gun based on what he deemed as writing on the wall, based on preseason rotational reps. You may disagree, and who knows who'd be correct? There's not really any clear cut evidence to go on, only speculation.

Different relationship obviously but they did work out the issue with Wilfork back in April. What was the max they would have had to pay Kelly anyway, $1.5M?

I think that's fair, although I suppose we can understand the Patriots POV at the same time since he was coming off a major injury.

The rest of it makes it difficult for me to place blame on either player or organization. We don't know if Kelly got paranoid due to rotational reps in the preseason, or if Belichick conveyed the message that they weren't going to be using him as much. Either way, it seems as though Kelly was spooked enough to feel that he was leaving money on the table, and rather annoyed since he played nice back in the spring with the restructure.

I am still trying to understand how JJ Watt had 9 QB hits today. Oh and an interception for a TD. Can we sign him please…
 
Here are the details on the Kelly restructure:
"Patriots defensive tackle Tommy Kelly has restructured the final year of his contract, creating about $800,000 in cap space for the team. Kelly was set to earn $2.5 million in his contract -- $1.95 million in base salary, a $50,000 workout bonus and $500,000 in per-game roster bonuses. As part of the restructured pact, it now breaks down this way:

  • Signing bonus: $100,000
  • Base salary: $955,000
  • Roster bonuses: $800,000 ($50K per game he's on the 46-man active list)
  • Total value: $1.85 million
The deal also includes the following playing-time incentives:
  • 20 percent -- $95,000
  • 30 percent -- $195,000
  • 40 percent -- $345,000
  • 50 percent -- $495,000
  • 60 percent -- $645,000
The maximum Kelly can earn in playing-time incentives is $645,000. Thus, the maximum value of the new contract is still $2.5 million.)
 
I did ask if Kelly got an incentive-laden deal from the Cardinals. Did not get an answer.
