Anyone who says the cap prevented a team from making a move is lying. It's a just an excuse for doing nothing, which sounds familiar.

Whitehead jumped right away, and the Bucs hadn't cleared all the cap space yet, so that was likely slowing down some transaction flexibility. Now, whether he jumped because he didn't think the team was ever going to give him a competitive offer, or because he just didn't want to wait on the cash, or because he didn't think the Bucs would come close enough to the numbers, is something I don't pretend to know.

Bucs have three quarterbacks on roster now with backup Ryan Griffin re-signed. Similar deal to last year -- one year, league veteran minimum $1.12 million with a modest bonus. Tampa Bay continues to add depth with limited cap space.

If Bucs try and get Tyrann Matheau, it would most certainly cost more than Whitehead. Who would be better?
