It takes two to negotiate. Apparently, Judon has made clear what he wants and the team hasn't sent him a contract. IMO, a player who doesn't hire an agent gets exactly the representation/advocacy he has paid for. Some players have a great enough relationship with management that they can "negotiate" on their own, but that is rare.This season is the last season on his present deal. He will turn 33 early in training camp next season.
His next deal is likely his last chance at a decent contract. If he plays this season on his present contract he’d be a 33 year old free agent. Not a strong negotiating position. Getting an extension this year would be much better for him.

I see no reason for the patriots to do anything. Apparently, they won't give him his estimate of what an all-pro will go for in the next free agency period.
All the patriots need to do is to start penalizing him for not participating and to have him kept away from the team until he is ready to participate. They can make it a formal suspension of not. He can have his agent or advisor contact the office as much as he wants.
OPTION ONE
Judon can choose to sit out and show up at Game 6 or 8 or whatever it takes to have this year count. He would then negotiate his best offer with another team after the season, while we move on. Or the team will trade him to some terrible team before this year's trade deadline, without any cooperation with Judon. The NFC can decide for themselves whether they can re-sign Judon or whether they can get him to play.
OPTION TWO
He can decide that just perhaps he will worth more next off-season if he comes back and plays well.

I don't think that this is the case. If that is what he wants, he might consider hiring Godchaux's agent who might get this for him.
I believe that he wants the patriots to extend him as if they know that he will have a great year, and for them to take the future injury risk by major guarantees. Why not? It's worth a try. If he truly believed in himself and wanted to maximize his chances of a really big payoff, he would be on the field, trying to have an all-pro year, betting on himself.
