For the most part yes, but I believe there are exceptions:
Steelers-Seahawks super bowl
2006 AFCC

It would be hard to convince me those games were called without any sort of bias.

It was all about getting Bettis a ring before he retired. It was so obvious they should have just given him the ring before the game.
 
I wouldn't say it's the refs are geared toward a certain outcome, but the questionable calls that are obviously questionable(forward progress/ no fumble) need to be reviewable. It was justified by saying it was not reviewable. Same with PI's on both teams over 5 yards. If your only going to allow it for 5, make the rest of it reviewable. Lastly, I'd make the replay booth accountable for things that the officials might not have seen, like Wilfork getting ridden like a broomstick on the 2 pt conversion.

I know these are a bit on the selfish side, and would probably extend the game, but how many people would complain about a longer game if it was ruled correctly?
