Honestly assuming the relative lengths of the bars are actually indicative of relative performance, then Tom's helmet looks barely worse than the lowest green helmet.

The Vicis one at the top does seem to be notably better though. If the NFL was serious about safety I think a lot more helmets should be in the red zone
