That's part of the point. They didn't throw an obvious flag for DPI on a Browns incompletion... and 5 minutes later they call a ticky tacky DPI on Cleveland to put Houston in FG range. And there was also an obvious false start on Houston which they didn't call, and it would've been a TD pass if Stroud didn't overthrow the WR.
