Buffalo got the neutral site as a concession because IF they won the cancelled game, they would have been the #1 seed.
Using the same logic....
Bengals would have been the #2 seed IF they won the cancelled game.
Buffalo never got a chance to win the 1 seed. Got natural game. Cincy never got the chance to win #2 seed. They go to Buffalo next week as a result.

If the Bengals had beaten the Bills, they would have the same record with the Bengals having the tiebreaker. I'm guessing you just didn't' read what I said.

If you conveniently choose to ignore the fact that Cincy was robbed of the chance to give Buffalo their 4th loss. Which you seem to be doing.
