Wouldn't Ross have offered money to any HC to tank for a crack at a top draft choice? If so, is this fraud? What is the expectation of fans when they buy a ticket or seat license or luxury box? What is a team's responsibility and what is the NFL's responsibility?

Is it okay to pay a coach a bonus in the situation of the Colts who had a season called "Suck For Luck?" Everyone knew the Colts were tanking after Manning left to draft Andrew Luck. The fans were actively rooting for losses. They may not have liked it but they understood what was at stake. yeah I feel like the percentage argument is a poor one and I don't know why people keep using it. is the endgame here for black coaches to get a fair shot or to have some arbitary percentage of black coaches for it to be acceptable.
