Given who was drafted, and developing, during those first 4 Noll years, I don't think this argument is what you think it is.
Belichick's next 20 years after the 4 were unbelievably good, better than anything Noll could dream of.

I am sure Brady didn't like how Belichick treated him, but I also think Brady decided that at age 42 that he didn't want to go to a team without enough talent to give him a serious shot at the Super Bowl. It was clear Brady was miserable in 2019. He didn't hide that fact. I don't think he wanted to go through another year like that.
I think his misery stemmed from the crappy team around him in addition to the ridiculous contract Bill offered in August of 2019. Brady knew he was done and he had to play out the string playing with Bill’s busts and misfits. Bill failed Brady. I don’t know why he gets such a staunch defense.

As a short-term option, of course it did. They won the SB. Tampa is a dog-**** franchise and had nothing to lose.

They had the cap space to absorb Gronk's salary. He was healed up and was in a good frame of mind.

He was the best bang-for-buck for $9m for what we got. Compare him to bog-standard wide receivers routinely getting $12-13m these days. Come on man!! Not only does he catch passes like the best WRs, he blocks like an elite-lineman. Gronk is frickin amazing.

McDonough reported Kraft wanted BB but BB would not commit (for obvious reasons). When you're turning a team around and turning over the roster, it doesn't happen overnight. The fact is, Belichick created an unbelievable defense in those years. And it wouldn't have been the first time that Drew Bledsoe lead a Patriots team that started 0-2 (after a bad previous season) with a Belichick defense to the playoffs (heck, the Super Bowl).
There's video of Bob for one of those documentaries saying Bill was not ready to be a HC in '97.

The difference between the 96 team and the 2001 team was night and day for Drew. Drew was uncomfortable as heck in the 2001 offense being under center as much as he was because Woody couldn't snap the damn ball. They had to go out and get Mike Compton for crying out loud. Smith was not Martin, the line wasn't good enough for Drew to take deep shots, there was no TE and I can't remember why Glenn was MIA. Drew was just not a fit in NE anymore.
That they got rid of players who couldn't hack it under Belichick (and there were quite a few).
They got rid of old-overpaid players.
No awareness that they added Richard Seymour, Matt Light, David Patten, Larry Izzo, Mike Vrabel, Antowain Smith, Roman Phifer.

They had a solid roster, but they weren't loaded. Aside from 2007, 2003 was their best roster.

To top it up, 2 SB TDs. He should've made that third one to win SB MVP, can you imagine?
 
He cost us one SB and won 6 of them. And what can't be accounted for is all the players who stayed in line and kept their eyes on the rize because they knew Belichick would not put up with their BS. Heck, even Brady cost us a Super Bowl. And he's still the greatest of all time.
