They learned from SARs which hit them pretty hard. Because SARS didn't do anything to us, we thought it was an "Asian problem" and didn't have the proper plans in place for a pandemic. The government should always be prepared for the worst case scenarios.

The two go hand in hand. Insider trading effectively kept them muzzled. What are they supposed to do? Trumpeting loud and clear about impending doom just after dumping their stock but not before seems like more than a bit of red flag. (no @primetime pun intended)
