You have it right on both accounts.
For his two Super Bowl MVPs, he gets the prize of.....two Super Bowl MVPs. He is fortunate enough to get those, averaging 19 ppg in the two legacy games that put him in then Hall discussion. That is, without those two MVPs, it’s an absolutely laughable assertion that he’s a Hall if Famer.
So you don’t need to double dip. He has his two championships, which are already pretty questionable, in terms of how responsible he was for them, and now he also gets into the Hall of Fame for doing nothing other than winning those games?
Here is why I would NEVER consider him. The Hall of Fame is for elite players.
Eli was never even a great player. He was never all-pro, just a 4x pro bowler, average at best QBs rating, and .500 career record.
He never won a playoff game outside of 2007 and 2011. 0-4.
Clutch postseason reputation is just due to a small sample size that never grew because he wasn’t good enough to keep making it to the postseason. If you look at the number of comebacks he has in his career in the regular season, they reflect an average QB who often put up average points and was in close games often. And won an average percentage of games in the fourth quarter, while losing an average number of games.
Keep in mind all of these “volume stats” will not be top 10 in five years. He will get passed by a lot of players who were much better quarterbacks.
