Why do teams get to return only two players from IR after the mandatory eight weeks? I'm curious if anyone knows the league's reasoning behind this rule.
Because otherwise teams could stash tons of players on and off an entire shadow roster.
That wouldn't be be a bad thing knowing how Violent! the sport is and technically they would be your guys.

I'm talking only about players that make the active roster and get hurt during regular-season play. This would involve only active players injured during the season's first eight weeks -- no way would you amass a 20-player shadow roster. I guess it wouldn't apply to Harry since he wasn't on the initial 53, but if a guy gets hurt and is out eight weeks I don't see why the league limits the number of prospective returnees.It is the owners that agree with you.
Under your system, as players got injured, they would be put on IR. Soon a team would have a shadow roster of 20 players. When they had no further use, they would cut the player.

And none other than Pat Kirwan of Moving the Chains on Sirius radio agrees with you, completely...he has spoken on this matter many times...a player is already on the payroll when he's placed on IR, so why not let him return when he's been cleared to play ?...Fans throughout the league are having a disservice done to them by teams being forced to withhold players who are otherwise healthy & ready to try to help their teams win.I understand that part. I think that it might be significant but also have heard other opinions that suggest it’s not a doomsday scenario. Bedard for instance seems to believe it will not be a critical difference in the running game and that the next man up can fill the role adequately.Huge loss.

And your attempted solution creates the problem of not having enough PS players if you make that move, as well as meaning that you'd pretty much have to eliminate the ability of PS players to jump ship, if it was going to work as a full season, full stop feeder system with straight returnability, in order to make it workable. And that would essentially lead to full salaries for PS players, and would mean that non-IR, but game missing, level injuries to positions not covered by that PS would become a bigger problem than they currently are.
