So.....lemme get this straight. Health dept gets a tip about women living in spa. They report this to police. Police investigate and find out this is a sex business and that yes, there are women being held there. Police go into business, inform business they will be setting up cameras. Police then ALLOW these women who are slaves to proceed to perform sexual acts for money, while they film, over the course of weeks with several patrons? Am I reading this right?
