Unnecessary roughness and roughing the passer penalties are designed for protection, not punishment. I think the refs forget that and award them too often on plays that aren't at all dangerous, which happen pretty often when giant men with raging testosterone start shoving each other around. Then again it's a league where guys get fined tens of thousands of dollars for wearing the wrong socks.
