NFL clears them:

Raiders cleared in ball-warming incident

“That was not a game ball,” league spokesman Brian McCarthy told PFT via email. “It was a practice ball that was put back in a team bag. The K-ball coordinator confirmed there were no unauthorized balls used during the game.”

Even if that's true, that explanation doesn't make sense. Why "tamper" with a practice ball that you won't be using in the game?

- "Hey, make sure you warm up that practice ball. Make sure it's perfect if we have to attempt a kick."
- "Yeah, I'll get it ready, because if get a chance, the official will give us a completely different ball for the kick.
