In other words the league looked at the rulebook and found a significant violation.

If Bradberry didn't hold, the Chiefs still go up 38-35 with about 2 mins left. No guarantee the Eagles would have won with the time remaining. And the 3rd and 15 in SB 54 was a designed play called 2-3 Jet Wasp. After the 49ers challenged the previous play, Mahomes asked his OC to run the play during the timeout. And it worked.
