It's actually not tough. Hogan and Edelman didn't engage until the ball was released and engage 1 yard from the LOS. The blue line in the above picture is the LOS. Doesn't matter where Amendola is, it's where the LOS is. For them to be 2 yards down field they would have had to been in the end zone.
I think one of the issues here is that some people assume it's prior to the catch when the rule says prior to a pass being thrown.
The other thing that is not relevant in this situation anyway but what I wonder more generally about is whether it only matters at what spot a player engages into a block or whether where he moves during the block also matters. Lets say Hogan engages exactly at the 1 yard line (legal) and his opponent just takes a step back pulling Hogan a yard with him before the pass is even thrown.. is that still legal or OPI ?
