I just watched 3 quarters of the game and from what I saw Sanders needs to ask his coaching staff why he was shut down.
Denver or Siemian simply did not want to throw in Butler's direction and one of the few times they did Flowers sacked Siemian because Sanders wasn't open.
In fact they seemed so cautious of Butler they sent Sanders in motion which resulted in Ryan's interception.
And just for a footnote, a majority of Sander's yards came during "garbage" time or when the Pats were in prevent mode.
So yes it was a combined defensive effort that shut down Sanders but it was Denver who did not want to throw in Butler's direction.
