We have more than 3 positions that a 1st or 2nd could/should be used on aside from QB
Sure, belichick could use a 1st or 2nd on almost any position.

They just drafted a guy last year that is in the same level as those guys. I don't see why they draft one.

Perhaps, Garcia isn't the prospect he was when we drafted him in the 3rd?

I don’t know how they could know that considering last year. If they go LT, I suspect it’s more about hedging their bets.
 
At that particular part of the Draft Offensive Tackles are safe picks. But I think we are kinda loaded with Waddle - Garcia - Jelks and others. I would take a Good Defensive Player not listed has a DT. That said I wonder how they feel about TE: Dallas Goedert at 31??
 
I think Waddle and Tobin are the hedges.

Good point. Will you accept long-term insurance? I loved Garcia last year but Miller is more a prototypical Patriots LT. Here’s an idea. Garcia, like Mason is really light footed. What about Garcia as a potential Mason replacement if they can’t re-sign him?
 
The pats could always use another tackle/Olineman. I rather see a center interior olineman taken over a LT
