The smart thing was really to build a dome, but it was way too expensive for the region.
They also needed to build it downtown but they blew that too.
Buffalo would have a greater advantage in terms of being competitive if it could actually draw more paying fans in December, then they could put more of that money toward retaining star players. That would be a bigger help than the cold.

Americans sports reeeeeaaaaalllllly don't have the kind of "strenght" that soccer fan cause in home games, or even in some other sports in South America / Europe. Not to be controversial, but I've been to more than one Football game and watched plenty. It's really not the same
However cold weather absolutely puts a lot of pressure in hot-temperate teams though. To me it's shame that Football is going towards a more "controlled" field with domes and such, takes a bit from the sport, but hey
I'd rather see games with less comercials and more replays, if Im going to start complaining
Also, I do think having "taxes" being a point of contract discussions nowadays is kinda sucky, BUT NO POLITICS

But in December, there is no demand. In seasons when they went 8-8, the stadium was empty in December, not because of the middling record, but because it was super cold out.
In fact, a lot of Bills fan used to travel to Toronto from Buffalo to watch them play in a Dome in the second to last home game.
People really do like being warm.
This goes for Patriots fans too. It's harder to get a good seat in September than it is for the AFC Championship game.
I used to fly in regularly for AFCCGs in the 2000s and 2010s. I used to get first level seats, even goalline, for $150.
This is because Patriots fans hate the cold too.

my solution?
Just add a bunch of these heating lamps around seats in cold stadiums. Sure, insurance will go through the roof and there is like a maximum of 3 games all together before someone gets a booboo or straight up burns the stadium
But comfort-wise it would be amazing
