I don't think so.The repeated deliberate penalties were borderline unsportsmanlike, so we would certainly have heard a major outcry if Bill had done what they did. (The rules subsequently got changed in the off-season).

As I recall, after that Jets game BB said he was trying to expose a flaw in the rules so the league would change it. The score was 33-0 so using it in that game didn't benefit the Patriots. If he were really trying to use it for gain, he'd have waited for a close game.

Read somewhere recently that Pees and Vrabel had a falling out which led Pees to one of his multiple retirements.

They don’t need him around anyway to call a blitz at the worst time possible leaving a 5’8” CB man to man against a 6’5” WR.
