Well, ‘definitely a scenario’ would require so many caveats and the timing* reqd makes it unusable in my mind.

*The D would essentially have to decide to commit a foul “while the play is ongoing”. But what if that then overturned a fumble/int?

I just think if the offense declined the penalty that they shouldn't also have a dead clock. If you decline the penalty it never happened.
