Yes, clearly the 10 days in which the US has been dealing with significant spread is comparable to the four months China has been. To say nothing of the fact that a lack of testing means that number in the US is likely lower than reality.
Trump banned people coming in from China on January 31, so we've recognized this as a problem for a lot longer than 10 days. And what does testing have to do with the number of deaths? Testing has to do with those that are currently infected, so yes those numbers are going to be understated. Besides, you think China is being honest about the number of people who died over there?

I'm not arguing the benefits/awfulness of Communism. I'm arguing against those people who think governments are agile enough and have the stomach to deal with a pandemic. Govts are concerned about preserving their image (China) and the economy (US) and are too rigid with bureaucratic structure to respond appropriately.The optics for China are awful but that view conflates the CCP to some monolithic entity. With 90 million party members they have quite a bit of logistical overhead. The regional heads in Hubei all got sacked very quickly when the national arm had to step in.
Not that I agree with everything the CCP stands for by any stretch but their national level response is admirable. We wouldn’t be able to replicate their ability to reallocate at the stroke of a pen. They also don’t have democracy so they can plan for 40 years where we can only plan in 4 year cycles.
Not that I want social scores, censorship, etc. But it’s not a binary good/bad. Their system has its merits and it is foolish to dismiss them because they hold beliefs that don’t mesh with ours.
...the 40 only counts the number of confirmed (i.e. tested positive) coronavirus cases who died. It's not like they're just guessing "hey think this guy died of something must be coronavirus."
Community spread has only been confirmed in the US since February 28. That was twelve days ago.
WHO researchers received access to the Chinese health statistics database so yes I think they are (belatedly) being honest about the extent of the disease.

Unless there are thousands of people dying in the US over the past month because of coronovirus who were never tested your argument is a weak one. I can see maybe a few hundred in reality here but nothing like the number of people dying over there in China. If you want you can make the argument that South Korea is doing a better job than us, but not China.
