‘46-‘49 were in the AAFC, not the NFL - he won 4 AAFC titles and 3 NFL titles. I do think his AAFC stats are included now with NFL stats.Just going by this.

Graham was coached by the man BB considers the greatest coach ever Paul Brown.
Graham played before what I would consider the modern era, Like Sid Luckman and Sammy Baugh.
Unitas was IMO the first ‘Modern QB’ and should be considered as the GOAT.

Stats do not tell the whole story. Winning and championships count more.
