What happened to the leading with the head rule?

Did I miss the memo that said that the new head hunter rule was only meant for the pre-season? I've seen about a dozen examples that weren't called. The worst was in the Jets@Lions game when a Jete player speared Stafford with the top of his helmet to the QB's chest.
 
It’s there because in theory they are doing something to stomp CTE so it’ll look good in court when in reality, the rules barely exists.
 
The NFL figured out that physics made what they were demanding impossible, and changed/"clarified" the rule.

I saw a few myself that were pretty obvious but no flag. But you know they're going to call during some random Sunday.
 
Wait a few weeks, and in a key moment, in a key game, with playoff implications, the flag will fly, probably after the referee is buzzed from above.

They saw that it was a massive mistake, rightly figured out that it would kill the sport, and walked it back. One of the few good choices of the Goodell regime although it came off the back of a completely moronic one.

Prison is a stretch but one can very easily make the argument that Kraft is very much to blame for the state that the NFL finds itself in today. He’s been one of Goodell’s biggest vocal supporters which means that he’s had significant sway in all of this behind the scenes (since Goodell is really just a puppet of the owners).

"Just a puppet"? R. Stokoe Goodell has ample autonomy, make no mistake about that. He is responsible for hatching all sorts of highly questionable initiatives while clearly taking advantage of petty rivalries between owners or factions of owners. The owners are far from united in directing him or blessed with the individual power to micro-manage the commissioner's whims. Where they can make a difference is in who they ultimately choose for that job, and they've ill-advisedly kept him in place when they need someone who sees his/her mission as protecting and maintaining the game's integrity vs. tinkering with it at every opportunity.

The owners have significant, if not all the input behind decisions like these. He’s just their shield for when it backfires in the court of public opinion. If that weren’t so, they wouldn’t have backed up the Brinks truck for him when the time came to re-up.
