Always the voice of reason. This place would suck without Mr. Joseph K. Kerr.seeing as how Costa Rica has served as a MASSIVE staging ground for the transportation of Colombian cocaine for decades, it would seem Harmon chose the wrong "illegal" substance.
"In Costa Rica the law which governs drug offenses is the Law of Narcotics and Psychotropic Substances Law # 8204. The law is aimed at those who “commercialize, provide, manufactures, elaborates, refines, transforms, extracts, prepares, cultivates, produces, transports or sells drugs” So clearly the cultivation or growing of Marijuana under this provision would be illegal. Now that same law does indicate that the personal consumption of illegal drugs is not a crime (Article 58) but instead is considered a Public Health issue (Art. 79). However to further confuse the issue the Costa Rican Health Care Law (Ley General de Salud) Law 5395 indicates that Marijuana is a “prohibited plant and subject to destruction” (Article 126, 127). The Court’s in Costa Rica have generally held that possession for personal use or cutlivation for personal use do not constitute a crime so long as it is not done with the intent to distribute. Bear in mind that in Costa Rica the decisions of one court are not necessarily binding on another so it would all depend on the circumstances of each case.

I'm sure the Costa Rican authorities confiscated it when they arrested him.And illegal according to US Law as he comes back in with it. Yikes! Kind of doubt he opened up a window on the plane to chuck it.

I really wish one of these guys would just come out and say “First and foremost I would like to apologize to the people of Costa Rica for trying to sneak some drugs into their country. I also would like to apologize to my family for putting myself in a position where I broke the law. I didn’t think it was that big of a deal, but a law is a law and I cannot choose what is serious and what is not. However, I do not apologize for smoking marijuana. I use it, and I use it responsibly....” then I would love for the person to own it, and voice an intelligent opinion about it. These apology letters from public figures is gettin’ old. We know you don’t mean this **** man. Okay, you smoke bud. So what. This isn’t the man you are? What is that supposed to mean? You don’t normally smoke weed? C’mon son! Next you’re gonna tell us Brady and Bill are fighting and the love has left the house driving you into the arms of Mary. Pfft.
