I thought they changed the rules this year to where it is exactly that - you can pretty much write up the entire contract, only thing you can't do is actually sign it to finalize it - that has to wait until the start of free agency. Among other things, a team cannot “execute an agreement in principle” with the agent for a player who is not yet free to sign elsewhere.

I don't see why there's any issue with reaching an agreement... Just can't execute it. But I guess if Florio has his panties in a bunch over it then I'm probably not understanding it correctly.

Both parties signing an agreement = executing.
Both parties agreeing in principal but not signing = not executing.
That's standard practice.
